What is happening with JDMIS?
The school is open and teaching as normal. Our diplomas have been delivered modularly for 18 years — students have taken modules, banked credits, and completed the diplomas when they are ready. The previous regulators MOE, then CPE/SSG, accepted this structure. It is recorded in every annual return, multiple renewals and every audit since.\n\nOn 1 July 2026, the new Skills and Workforce Development Agency took over regulation. It reads our modular structure differently, citing a 2022 circular, and has directed that modular progression stop. We disagree with that interpretation. We are working with the Agency so that everyone who made plans around the modular system — and intended to continue toward a diploma — is properly supported through to completion.\n\nWe are also actively reaching out to school stakeholders to engage the regulator in a productive discussion about the future of flexible jewellery training — instead of seeing it dismissed administratively.
What has actually been decided?
The Agency has directed JDMIS to stop modular progression on our Diploma and Advanced Diploma courses. We have complied. From 10 September 2026, new learners enrol into the full diploma programmes OR individual short skills certifications.
For existing modular learners the transitional arrangement is agreed: you may complete your remaining modules under the existing structure until 10 September 2027, receiving module certificates as before. There is no opt-in deadline — and if you have not completed by then, you can still return for your qualification under the Recognition of Prior Learning route (full-programme enrolment with credit exemption for your completed modules and fees only for the remaining requirements).
Separately, the policy itself remains contested: we have asked for the decision to be formally re-evaluated, so that a modular route survives for future learners.
What happens to the modules and certificates I've completed?
They stand. Every certificate is an earned qualification. Diplomas awarded by a registered institution remain awarded. Nothing in this process unpicks the past.
What about my credits toward a diploma?
If you have completed one or more modules, you are covered by the transitional arrangement agreed with the Agency: continue and complete under the existing modular structure until 10 September 2027. After that date, a Recognition of Prior Learning route remains available — enrol in the full registered programme, receive credit exemption for your completed modules, and pay only for the remaining requirements. There is no response deadline; confirming your intention simply helps us schedule and remind you. We will write to every eligible learner individually with their position and next steps.
You do not need to wait for that letter. You can confirm your intention now on our credits & voice page.
Why are you asking for support?
The Agency has been responsible toward past participants, and we are grateful for it. At the working level, though, the door has closed: the Agency has declined to evaluate the decision further, declined a formal appeal process, and has not yet engaged on what comes next for the sector.\n\nWe believe this happens because the Agency does not yet know our industry. Jewellery has no development support structures in any national system — no framework, no council, no funded route. Support from learners, employers, associations and other stakeholders helps the new Agency see the industry clearly, understand what the decision means for it, and use this moment to review and improve how Singapore supports jewellery training.
Am I complaining if I write to my MP?
No. There is a gap. You are helping highlight it, so the regulators can acknowledge it and work with JDMIS, industry associations, employers and other stakeholders to close it with positive improvements. Your MP represents you — that is the job. The letter shares your own experience and asks your representative to ensure the agency is aware of your position. It is factual, respectful, and it is how constituents raise issues that matter to them.
Can I still enrol?
Yes. Our specialised courses run as always — take any of them and earn its industry-recognised skills certificate. What has changed is progression: course certificates no longer build credit toward the diplomas.\n\nIf you want a full Diploma or Advanced Diploma, you now enrol for the complete programme, with its schedule and payment plan. From 10 September 2026, that full-programme enrolment is the only diploma route for new students seeking full diploma qualifications.
Will my diploma still be recognised?
Yes. Diplomas awarded by a registered institution remain awarded, and the historical registration record stands. The question in this process concerns the pathway going forward. JDMIS remains a respected private educational institution and an integral part of the jewellery ecosystem in Singapore and the region.
Where do I get updates?
This page, notices at the studio, and the student update list. If you hear something that is not on this page, ask us at alex+supportquery@jdmis.edu.sg before repeating it.
